Bountiful City Power - An Authority unto Itself

Have you ever had a problem with Bountiful Power?  Ever try to go to the Public Service Commission about it?  A new Underground Facilities Damage Dispute Board was set up by the 2008 Legislature, to help arbitrate disputes between contractors and power companies. However, in the case of Bountiful City, they claim that the Public Service Commission has no jurisdiction over Municipal Power Companies. Please see:  http://tinyurl.com/nyopjt   Bountiful City maintains that that any dispute falls under the Govermental Immunity Act, which stipulates that they must approach the City for remedy.  Again this is another way of keeping the doings of Bountiful City out of the pervue of outside entities.  These outside entities may be fair and impartial, which would open a whole can of worms at the City. 

Also, in many instances, the requirements and interests of the City are in contradiction to the needs of the Municipal Power Company.  If there is a difference in interests, then the City government, which has control of the Municipal Power Company, wins.  Bountiful Power has been moving $2M per year in "excess funds" to the City for the past many years.  In fact, this year it was raised to $2.2M.  This movement in light of the deterioration of the grid in Bountiful is deplorable.  Please see:
